An organization cannot create knowledge itself appart from the persons that form it. Thus, ensuring knowledge creation means taking care of the staff development. From this principle, this research copes with the difficulty of studying the behavior and the professional attitudes of the persons involved in knowledge management, considering the existence of subjective and complex elements, which appear necessarily when dealing with people. For this reason, soft system methodology was chosen to create a model that could help in minimizing the obstacles for the effective implantation of knowledge management. The conceptual model was validated in an organization of the São Paulo state, Brazil. To conclude, the soft system methodology proved to be a practical methodology to generate a conceptual model, which was able to provide suggestions for improving knowledge management in the organization.
